Unethical Agency Practices

Excessive collection of placement fees for domestic workers

Hong Kong law states that employment agencies can only receive 10% of domestic helper's first month's salary as a placement fee.

However, overcharging domestic helpers for placement fees is one of the typical ways unethical agencies deceive helpers. The majority of agencies in Hong Kong overcharge their domestic helpers. Some might even charge 13 times the maximum placement fee allowed by Hong Kong law. As the domestic helpers can't afford the agency fees, they are forced into taking loans from unethical loan organizations who are in partnership with the agency. Theses loan organizations can charge up to 50% in interest, effectively turning the helpers into debt slaves. The illicit placement fees can occasionally reach HK $24,000.

The practice of confiscating domestic workers' passports to prevent them returning to their country of origin is often used by these unethical organizations. 

Providing false information about the domestic worker

Some employment agencies work with domestic workers and give employers false information about themselves.

For instance, an employment agency might inform prospective employers that a domestic helper's contract was terminated for external factors, such as the employer moving to a different country, in order to find an employer for the helper whose contract was terminated due to subpar performance at work. Occasionally, they list abilities that the domestic worker does not possess, but when they begin working, the employer finds that her abilities do not correspond to the requirements listed on her profile.
